Uptown Community Planning Group

The Uptown Community Planning Group represents six San Diego neighborhoods: Bankers Hill/Park West, Hillcrest, Medical Complex, Middletown, Mission Hills, and University Heights. University Heights is split between two planning areas: the part west of Park Boulevard falls under Uptown, and the part east of Park Boulevard is in North Park. The Uptown group meets monthly with City representatives and other community interest groups.

September: Hospital Expansion and Public Power

In September, the group heard from representatives of UC San Diego Health’s Hillcrest medical campus and Public Power San Diego. UC San Diego shared plans for upcoming construction, including 300 beds and an outpatient expansion.

Public Power San Diego is a grassroots nonprofit advocating for replacing San Diego Gas & Electric (SDG&E) with a community-owned, nonprofit municipal electric utility. Its representatives compared local electricity rates with those of the publicly owned utilities in Sacramento and Los Angeles, and reported that SDG&E earned approximately $500 million in profit last year. October: Airport Upgrades

In October, a representative from San Diego International Airport discussed Terminal 1 upgrades, including a children’s play area and new restaurants. A connector between Terminals 1 and 2 is also planned.

Construction Concerns

Community members also raised concerns about construction in their neighborhoods. Under the City’s Complete Communities program, Bankers Hill, Hillcrest, and North Park are seeing many new buildings.

A few rules worth knowing: Certain construction activities between 7 p.m. and 7 a.m. require a noise permit. Builders must also give 72 hours’ notice to neighbors within 500 feet and post a “Notice of Pending Construction” on-site for public viewing. To report a potential violation, call the San Diego Police Department’s non-emergency line at 619-531-2000.

Crowd-Sourced Complete Communities Projects Map

There is no centralized map of projects proposed or underway under the City’s Complete Communities program. We are relying on neighbors sharing information about projects and looking up permits to compile a map that shows projects we know of.

To learn more about Complete Communities projects, attend the Planning Committee on Complete Communities, which meets the second Tuesday of each month at 3916 Normal St.
