City Council Update: Infrastructure Improvements Coming to University Heights

Dear Neighbor,

As we come to the end of the year, I want to thank University Heights residents for their partnership and engagement. Representing this neighborhood continues to be a point of pride for me as your elected representative on the San Diego City Council.

This was a difficult budget year for the City, but even with those challenges, we were able to make meaningful progress on several issues many of you have raised with me and my office.

We completed long-needed road repairs on several residential streets. I know how frustrating those conditions have been, and I’m glad University Heights is now seeing the results of the City’s increased investment in road repair.

We also made important strides on neighborhood safety. After the City Council approved new funding for streetlight and traffic improvements this fall, crews moved quickly to reduce the backlog of repairs. Those brighter, safer blocks are already making a noticeable difference for people walking, biking, and driving in the neighborhood.

A major focus this year has been the intersection of El Cajon Boulevard, Park Boulevard, and Normal Street. This area has needed a safer way to navigate this intersection for a long time. With thoughtful feedback from hundreds of residents, we’ve begun exploring changes to calm traffic and improve visibility.

Funding for a comprehensive traffic study was included in this year’s budget, and it will guide the next phase of improvements to this important entry point into University Heights.

Additionally, my office recently submitted a request for an all-way stop at Madison Avenue and Louisiana Street, and we continue to support ongoing upgrades along Park Boulevard, including improved lighting, pathways, and landscaping to create more welcoming public spaces for all residents who enjoy spending time outdoors.

Thank you to the whole team at UHCA for the opportunity to update residents on current and future plans for University Heights.

I encourage residents to continue to stay engaged with my office to continue building on the progress we’ve made so far.

On behalf of myself and my office, I wish you and your loved ones a warm, peaceful holiday season and a bright start to the new year.

Yours in service,

Stephen Whitburn
Councilmember, District 3
