North Park Planning Committee November Update

Hey neighbors! As your University Heights–elected representatives to the North Park Planning Committee (NPPC), we’re excited to share recent updates on our work advocating for our neighborhood.

Space is at a premium in San Diego—and that premium is only growing in University Heights. This month, we wanted to highlight a petition the NPPC launched in response to Assembly Bill 413 (AB 413), the new intersection daylighting law that took effect on January 1 of this year.

AB 413 makes it illegal to park within 20 feet of a marked or unmarked crosswalk. This rule, called daylighting, improves visibility at intersections so pedestrians and drivers can better see one another and stay safe. The San Diego Police Department (SDPD) is now issuing tickets for parking in those daylighted zones—even if the curb hasn’t yet been repainted red. An added effect of the law is that those former parking spaces are now available for alternative uses.

To make the most of these reclaimed spaces, the NPPC is asking neighbors to support a pilot program that would use low-cost installations—like benches, planters, pavement art, or bike racks—to transform some of these red curb areas into useful community amenities. These small-scale additions would preserve the safety benefits of daylighting while activating more public space for everyone.

In addition, in September we sent a letter to the City Transportation Department and MTS requesting the installation of transit signal priority (TSP) along key University Heights and North Park corridors: El Cajon Boulevard, University Avenue, 30th Street, and Park Boulevard.

TSP allows traffic signals to detect approaching buses and adjust signal timing—extending green lights or shortening reds to reduce transit delays, similar to the technology used for emergency vehicles. This proven, cost effective solution has helped speed up bus systems in cities across the country. We’ve heard from many residents that public transit often takes longer than it should, and we hope MTS and the City will prioritize TSP to improve travel times and reduce congestion throughout University Heights and North Park.
