December Update from North Park Planning Committee: ROW Vacation and Parking

Hey neighbors!

As your University Heights-elected representatives to the North Park Planning Committee (NPPC), we’re excited to share recent updates on our work advocating for our neighborhood.

The Urban Design & Project Review Subcommittee (UDPR) reviewed the proposed Right-of-Way (ROW) Vacation for Lincoln Avenue (PRJ-1135649), an unimproved “paper street” requiring maintenance such as landscaping, erosion control, and drainage improvements. The applicant explained that the City has long held adjacent property owners responsible for upkeep, since the land has not been formally dedicated to the City. 

The applicants seek to assume full responsibility for the site, which would be vacated to the two neighboring property owners. Community members in attendance emphasized the importance of preserving the trail connecting Georgia and Florida Streets, as well as maintaining green space in our neighborhood. The site is currently identified in the North Park Community Plan as a potential location for a pocket park. UDPR voted to continue the discussion at the next Subcommittee meeting.

During the NPPC Full Board Meeting, the board voted to recommend approval of the City’s Transportation Department evaluation process for two angled street parking requests located at: (1) a segment of Suncrest Drive from Kansas Street to 30th Street; and (2) a segment of 32nd Street from Howard to Polk Avenues.

Finally, the San Diego Community Wealth Building Coalition (SD CWBC) presented their work advancing Community Wealth Building Models, including Community Land Trusts, Cooperatives, and Resident Owned Communities. These models foster long-term affordability, create pathways to homeownership, and create stability in communities facing rapid displacement. The board voted to form an Ad Hoc Subcommittee to draft a letter to Councilmember Stephen Whitburn in support of these models and SD CWBC’s proposed Community Wealth Building Resolution. The letter will be discussed at the next NPPC Full Board Meeting.
